Maritime agent for oil carriers at EXPORT in DRC

Here is a description of the services rendered by AMI CONGO at the KALAMU MUANDA OIL TERMINAL for the PERENCO group.

Since 2012, an inter-ministerial decree designates AMI CONGO as Maritime Agent for transporters of petroleum products in the DRC.

PERENCO stores the oil it has extracted Offshore and Onshore in an oil tanker anchored at sea, the TERMINAL KALAMU. The KALAMU receives the loading tankers to transfer the crude oil to them by flexible hose (export).

The AMI CONGO shipping agent begins by issuing the notice of arrival of the loading vessel to all port officials and State agents. It thus brings together all the officials who must work on the loading ship in order to complete the formalities of arrival and departure of the ship. Maritime Commissariat, Immigration, Hygiene Services, Customs, ANR, Pool of moorers and the Congolese Control Office (OCC). During the ship’s stopover, all the officials will go aboard to prepare their respective reports.

When the loading ship arrives for the KALAMU TERMINAL, the hygiene officer is the first to board the ship for sanitary control. He ensures that there is no endemic and performs a systematic medical check-up. If everything is OK, he gives the captain of the ship the FREE PRACTICE document which certifies that the ship is SAFE CLEAN. Access on board is authorized.

The other officials go on board to complete the entry formalities.

  • On the basis of the sailors’ diaries, the Commissariat Maritime reports on the members of the crew.
  • The Immigration Service checks the visas of the crew members.
  • Customs examines the refrigeration installations and the supply stores on board.
  • The hygiene service checks international vaccination books and health checks.

      

CERTIFICATION OF CONFORMITY OF THE PRODUCT.
AMI CONGO begins by assisting the OCC (Congolese Office of Control) to obtain the conforming certification.
– Collection of crude oil samples.
– Dispatch of samples to MUANDA.
– Reception by email to the ship of the control report 2 hours later.

When the product is certified as conforming by the inspection body, loading can then be carried out.

  • AMI CONGO assists the OCC in the verification of gauges and volumetric meters.
  • The loading tanker performs the mooring maneuver.
  • The 2 vessels are connected by a hose.
  • Then the crude is pumped from the KALAMU to the loading vessel

AMI CONGO CREATES “STATEMENT OF FACTS” (SOF) & “TIME SHEETS”.
During loading, the AMI CONGO shipping agent draws up brief reports called STATEMENT OF FACTS (SOF) and TIME SHEETS. AMI CONGO sends the reports by e-mail to all the parties concerned: the shipowner, the charterer, the terminal and the petroleum inspectors designated by the shipowner and the charterer.

OBTAINING THE CERTIFICATE OF DEPARTURE.
The AMI CONGO shipping agent requests the departure certificate from the shipping office, which he generally obtains the day before the scheduled departure of the loading vessel, which can then return to sea.

03. DEVELOPMENT OF STATISTICS BY AMI CONGO.
Once the product has been loaded for export, the AMI CONGO shipping agent collects all the reports relating to the unloading operation. It verifies all the data to establish the statistics which it sends each month to the ministry co-signatory of the interministerial decree of March 5, 2012 granting to AMI CONGO the mission of representation of oil tankers in import as in export.

Since 2012, the contract by tacit agreement has been subject to 3 reassessments. Each time, the evaluation was positive. AMI CONGO provides fast service to avoid excessive immobilization of ships supplying the DRC with petroleum products. In addition, the production of statistics is fluid which satisfies the services of the State.
